## Location (assumption)

Michael Jon Long identifies this clip as the **High Point Ridge access road** serving **181 High Point Ridge, Seguin, TX 78155**. The file is not GPS-tagged. Do not treat GPS as proven from this video.

## What the stills show (CONFIRMED from the frames)

Stills below are taken from **0:28–1:05**, the wet unpaved stretch with standing water. The whole clip is 1:50. The worst pooling is about **0:32–0:38**.

| # | Video time | File | Visible in the frame |
|---|------------|------|----------------------|
| 1 | 0:28 | `01_t0m28_*_paved-meets-caliche.jpg` | Short paved curve meeting loose caliche. Overcast. Wet edges. |
| 2 | 0:32 | `02_t0m32_*_ruts-wet-edge.jpg` | Unpaved surface. Rutted, water-cut edge. Moisture in low spots. Fence and signs. |
| 3 | 0:34 | `03_t0m34_*_puddles-eroded-shoulder.jpg` | Muddy standing water on the traveled way. Eroded/rutted shoulder. |
| 4 | 0:35 | `04_t0m35_*_standing-water-travel-path.jpg` | Several pools of standing water in the traveled caliche. |
| 5 | 0:36 | `05_t0m36_*_pooled-water-across-way.jpg` | Multiple puddles across the width of the traveled way. |
| 6 | 0:38 | `06_t0m38_*_wheel-path-puddles.jpg` | Standing water still in the wheel paths. |
| 7 | 1:05 | `07_t1m05_*_caliche-ahead-standing-water.jpg` | Same unpaved road looking ahead. Water still standing. Blue dumpster is a landmark in this clip only. |

Sky in these frames is overcast. Surface is wet. Water is pooled in depressions on the unpaved traveled way.

`stills_full_frame/` = the phone frame, dash mount visible.
`stills_road_crop/` = sky and mount cropped so the road fills a letter page.
`stills_all_extracted/` = every 2–5 second grab from 0:28–1:20, including frames not used in the PDF.

## Labels for the letter

- **CONFIRMED:** date/time of the video, file hash, overcast, unpaved caliche/gravel, standing water in the traveled way at 0:32–0:38, rutted/eroded edge at 0:32–0:34.
- **Assumption:** this is High Point Ridge (his identification; no GPS).
- **Not in this clip:** rainfall totals, “a lot of rain lately” after Oct 2, who maintains the road, fault, or whether the road is impassable. Those stay out of this exhibit unless a later source supports them.

Oct 31 statement that rain continued after this recording is **his narrative for the letter**, not a fact proven by these stills.

## Use

Attach `HPR_Road_Condition_Stills_2026-10-02.pdf` to the CRWA letter, or drop selected crops from `stills_road_crop/`. Ship/send waits for his stamp.
