# Visible-condition log — HPR-VID-2026-1002-DAY-001

Hub Eve walked the **full 1:50** locally on 2026-10-31. This is **what is on camera**. It is not a forensic engineering report and not the CRWA letter.

Use with `EXHIBIT.md` and `HPR_Road_Condition_Stills_2026-10-02.pdf`.

## Location (assumption)

Michael Jon Long identifies this as the High Point Ridge access road serving **181 High Point Ridge, Seguin, TX 78155**. Not GPS-tagged.

## POV (CONFIRMED)

Shot from inside a moving vehicle. Dashboard mount visible at the bottom of the upright frame. Overcast daylight. Windshield / light spray on glass in some frames. No street lighting issue (day).

## Full-clip walk (CONFIRMED from the frames)

| Time | What is on camera |
|------|-------------------|
| 0:00–0:20 | Oak-lined stretch, tighter corridor, some harder surface |
| ~0:25 | Curve; surface going to caliche/gravel |
| **0:28** | Short **paved curve meeting unpaved caliche**. Wet edges. Still 1 in the PDF. |
| **0:32** | Unpaved. **Rutted, water-cut edge**. Moisture in low spots. Fence and posted signs. Still 2. |
| **0:34** | **Muddy standing water** on the traveled way. Eroded/rutted shoulder. Still 3. |
| **0:35** | **Several distinct pools in the traveled caliche.** Wheel-path depressions. Still 4. |
| **0:36** | **Multiple puddles across the width of the traveled way.** Still 5. **Worst pooling band.** |
| **0:38** | Standing water still in the **wheel paths**. Still 6. |
| 0:40–0:50 | Continues unpaved caliche; pooling less filled in some frames; loose surface |
| **1:05** | Looking down the same unpaved road. **Water still standing.** Blue dumpster on the right (landmark in this clip only). Still 7. |
| ~1:20 | Metal gate, power poles, still caliche |
| ~1:40 | Long caliche under oaks to the end of the clip |

**Worst segment for the letter: about 0:32–0:38** (with 0:28 as the paved-to-caliche meet, and 1:05 as “it continues”).

## Compared to older stills (observation, not a lab)

Older vault/Drive photos `IMG_6607`–`IMG_6613` are **dry** caliche in brighter light, surface staining / loose aggregate, little or no standing water. This Oct 2 clip is **wet, overcast, with pooled water in the travel path**. That is the update. Do not treat that as a measured worsening without overlay/survey.

## Not claimed from this video

Rainfall totals. Rain after 2 Oct 2026 (Michael’s Oct 31 statement is **his narrative** for the letter). Who maintains the road. Fault. Impassable. GPS location. Depth of potholes. Engineering remaining-life.

## Open for the interface / later pass

1. Watch or sample the 282 MB original if the seat can; if not, use the 7 crops + PDF + this log (Hub already walked the whole clip).
2. Compare stills to `06_Field_Evidence/Photos/IMG_6607.jpg`–`IMG_6613.jpg` and to `Video/2026-04-19/` and `Video/2026-7-13/`.
3. Read existing `07_Reports_and_Assessments/High Point Ridge Forensic Road Assessment.pdf` (and the July 13 night-video report) and say what this Oct 2 clip **adds**, without rewriting those reports.
4. Draft letter-ready captions only from CONFIRMED rows. Stamp before anything leaves to CRWA.
